Karachi, March 15, 2023 (PPI-OT): Former Chairman Senate and Secretary General People’s Party Syed Nair Hussain Bukhari while addressing a special session of the Senate on the occasion of the Golden Jubilee of the Constitution of 1973 said that we are proud that the founding prime minister of the People’s Party, the democratic prime minister Zulfiqar Ali Bhutto, gave the constitution. Golden Jubilee is being celebrated. It was approved by consensus. Zulfiqar Ali Bhutto formed the upper house for full representation in the federation. In the center of Pakistan, all the federal units have been given equal representation.

But the crime of violating the constitution by killing the night was magnified by suspending the constitution. Secretary General of People’s Party Nir Bukhari has further said that the leadership of People’s Party together with the parliamentary parties approved the eighteenth constitutional amendment and President Asif Zardari made parliamentary parties. With the cooperation of the constitution-making body, the parliament is supreme. It is clearly stated in the preamble of the constitution that the basic structure cannot be changed and the country’s state affairs are handled only by the people’s elected representative parliament.

The provisions of the constitution will be clear. Parliament is the forum for raising constitutional questions and constitutional proposals cannot be discussed except in Parliament. Article 239 of the Constitution is clear that only Parliament has the right to amend the Constitution. The boundaries, limits and scale of the institution are fixed and there is no interference in the constitutional right and work of the Parliament. The former Chairman Senate said that I as the Chairman Senate wrote a letter to the Prime Minister and suggested that for the sake of national exchequer and saving time, standing committees should be established comprising members of both the Houses and ensure the implementation of my proposal.

To save time and money, my suggestion was that the member of the upper house should also be amended to become the prime minister. The upper house should play a role in the amendment. Former Chairman Saint Nair Bukhari said that I had established a three-member committee to give provincial status to Islamabad.
