LUMS Recruitment Drive 2022 

Lahore, March 11, 2022 (PPI-OT):CERP launched its annual Graduate Recruitment Drive 2022 on 10 March 2022 with its first drive at Lahore University of Management Sciences. CERP’s Human Resources department organised the event, which included panellists from across CERP’s verticals.

Amna Aaqil, Director Marketing and Business Development, Amim Shafiq, Director CERP Labs, and Lala Rukh Khan, Project Manager at Women’s Mobility Project answered students’ questions about CERP, its work, and its impact over the years. In addition to providing a glimpse into CERP’s recruitment process, the drive also helped shed light on the hiring criteria for roles across the organisation. Over 20 students from the fields of Economics, Computer Science, and Management joined the interactive discussion.

CERP Executive Education hosts an exclusive workshop on “Accelerating Green Energy Finance” 

Lahore, February 21, 2022 (PPI-OT):The new “Accelerating Green Energy Finance” workshop, co-hosted by CERP Executive Education, CLEAR, International Institute of Green Finance (IIGF) and University of Oxford, aimed to reveal environmental and social risks facing energy-intensive projects, and to provide financial evidence to accelerate the energy transition into affordable and renewable energy sources in Pakistan. The workshop was presented in collaboration with China Prosperity Fund: Energy and Low Carbon Economy Programme from February 17-18, 2022 in Lahore, Pakistan.

The workshop brought together policymakers, researchers, and investors to create synergies for future energy-related projects in Pakistan. Over 60 participants across different sectors attended the workshop to understand the potential risks and opportunities related with Green Energy Finance in Pakistan.

Led by Dr. Matthew McCarten, Lead, Spatial Finance, Oxford Sustainable Finance Group the workshop fostered better understanding of the impacts of current and planned projects on the local and global environment and sustainable development, and the stranded asset risks of current and planned projects to investors and communities due to physical and transition risks related to environmental change.

The workshop also introduced highly sophisticated new asset-level analysis tools of carbon lock-in and stranded asset risks for three fossil fuel energy-dependent sectors (power generation, iron and steel, and cement) in China, Cambodia, Vietnam, Indonesia, and Pakistan. The tool helped in effectively:

Making the risks of fossil fuel energy investments in projects transparent to investors and policymakers, and creating significant opportunities to shift investments to sustainable energy

Constructing asset-level assessments of risk and impact exposure at multiple levels: company, country/province/region, investor portfolio, and loan book and

Analyzing the estimated impact of fossil fuel imports at an asset-level on a country’s balance of payment relevant for debt sustainability.

A Note from the President and CEO 

Lahore, December 27, 2021 (PPI-OT):While the previous year was dominated by the dual shock of the pandemic, this year forced institutions and organizations to adapt to the ‘new’ normal. The first half still saw some residual effects of the pandemic in terms of constrained field work and investments in new programmes, but the second half has been a ‘rebuild’ of sorts. CERP continued to collaborate with global academic institutions, government officials, private sector companies, and non-profit / social sector organizations on impact focused initiatives.

On our research and survey side, we have seen both resumption of field work under careful SOPs as well as new interventions to better understand effects of the pandemic. For example, we launched the Targeted Instruction Program (TIP) led by our Education Research team to study learning losses due to school closures and to pilot accelerated learning curriculums. CERP continued several Covid-19 response projects into this year including the Economic Vulnerability Assessment (EVA) that revealed variations in income, food insecurity, household consumption and mental health incidence through three rounds (urban and rural mixed sample) during the pandemic. The Imam Outreach project led by the Womens’ Mobility research team highlighted the role religious and community leaders can play in improving SOP compliance.

CERP Analytics won the Sub-National Governance Programme’s Innovation Challenge Fund in partnership with Red Buffer, Punjab E and T department and The Urban Unit to build an end-to-end property tax data system building on evidence and insights from our own research work. It used advanced mapping technology and AI engines to identify properties for assessment, manage field workflows, and monitor / reward performance of tax collectors.

Executive Education at CERP held several training events including Evidence-Based Program Design (EBPD), Monitoring and Evaluation Boot Camp and the Building Capacity to Use Research Evidence (BCURE) training conducted in collaboration with the National School of Public Policy and Harvard’s Evidence for Policy Design. The Executive Education team also developed the behavioural nudges kit for WHO on HPV vaccination take up which led CERP to build a long-term partnership with Busara Institute in Kenya. CERP hosted and participated in various global online events like the gLocal Evaluation Week 2021 in collaboration with CLEAR South Asia.

Technology built by CERP Labs continued their work with MISchool and IlmExchange platforms to assist low-cost private schools access financial, training and support services. It also built the entire application framework and data system for AirMed – a private sector firm focused on improving labour participation by women and training of Nurses for better job placements.

CERP Research Fellows and the Board of Directors include some of the most accomplished academics like Dr. Adnan Qadir Khan who was recently appointed as the new Chief Economist at the Foreign, Commonwealth, and Development Office (FCDO). Furthermore, the prestigious Guggenheim Fellowship in Economics was awarded to Dr. Atif Mian while Dr. Tahir Andrabi and Dr. Abhijit Banerjee were both selected as panel members on the new Global Education Evidence Advisory Panel at the World Bank Group (WBG).

As part of our CSR efforts, CERP collaborated with the Pakistan Innovation Foundation (PIF) and LUMS BEE Society to launch The National Science Bowl Pakistan 2021 to encourage the love of science among high schoolers in Pakistan. Above all, I am deeply proud of the way CERP and its staff demonstrated resilience throughout the pandemic as well as innovated across programmes and verticals to not only adapt but also thrive and build for the future.

CERP partners with UCA to enhance evidence-based policymaking in Central Asia 

Lahore, December 10, 2021 (PPI-OT):As part of CERP’s efforts to strengthen the monitoring and evaluation system in the region, CERP has signed a memorandum of understanding with the University of Central Asia to advance evidence-based policymaking in Central Asia, particularly in Kyrgyzstan, Kazakhstan and Tajikistan.

The aim of this collaboration is to help build capacity of policymakers to use research evidence and rigorous data to inform their decision making and consists of training and policy-relevant analytical work for knowledge generation.

The MoU was signed by CERP President and CEO, Maroof Ali Syed and rector of the University of Central Asia Dr. S. Sohail H. Naqvi. The event was also joined by Prof. Salim Sumar, Director of Academic Development and International Office and Sharmeen Rupani PM Associate from University of Central Asia, and Amna Aaqil, Director Executive Education at CERP.

CERP Executive Education Trains more than 40 Professionals through its Signature Programme 

Lahore, December 06, 2021 (PPI-OT):As part of our annual executive education programmes, Evidence-Based Program Design, CERP Executive Education’s signature programme trained more than 40 professionals from the public and private sector organisation from November 29-December 02, 2021.

The impact-oriented four-day programme included a full-day long session with a mix of modules. These modules focused on teaching not only the theory and concept behind designing a structured programme, but also on how to apply those concepts through group work and case studies.

The programme hosted faculty and experts in the field of programme design and implementation from renowned institutions such as Harvard University, Pomona College, and Lahore University of Management and Sciences. Some of the prominent faculty delivering this programme were Dr. Asim Khwaja, Dr. Tahir Andrabi, Maroof Ali Syed, Dr. Sher Afghan Asad, Dr. AL Hasnain and Adeel Shafqat.

The programme is held semi-annually, which aims to equip participants with the technical tools to apply a structured and highly practical approach to programme design and implementation, incorporating economic theory and evidence at every stage. It aims to help determine mechanisms that can help ensure that development policies and programmes in Pakistan achieve maximum impact. This approach emphasises expanding the scope of traditional monitoring and evaluation methods. This programme is presented in collaboration with Centers for Learning on Evaluation and Results (CLEAR).
