Islamabad, May 13, 2022 (PPI-OT):The National Assembly left 93 percent agenda unaddressed on Thursday and adopted a resolution denouncing the latest Indian attempt of demographic engineering in occupied Kashmir through a so-called delimitation commission, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.
Following are key observations of the proceedings during the fourth sitting of the 42nd session:
Members’ Participation
The National Assembly met for three hours and six minutes.
The sitting started at 11:23 am against the scheduled time of 11:00 am.
The speaker presided over the sitting for an hour and 40 minutes while the remaining sitting was chaired by the deputy speaker.
The leader of the house (Prime Minister) did not attend the sitting.
As many as 26 (eight percent) lawmakers were present at the outset and eight (two percent) at the adjournment of the sitting.
Parliamentary leaders of JWP, BAP and PPPP attended the sitting.
Five minority lawmakers were present.
Output
The House did not consider legislative business, ten periodical reports and five reports of standing committees.
Tabled by Minister for foreign affairs, the House adopted a resolution denouncing the latest Indian attempt of demographic engineering in illegally occupied Jammu and Kashmir through a so-called delimitation commission.
Representation and Responsiveness
The House took up nine out of 21 starred questions while the lawmakers asked five supplementary questions as well. The House took up a calling attention notice (CAN) regarding non-payment of the salaries to the Councillors of Cantonment Boards.
Another CAN on the agenda remained unaddressed.
Order and Institutionalization
Eighteen lawmakers spoke on points of order two hours and 41 minutes.
A lawmaker belonging to MQM and a GDA lawmaker walked out from the House at 02:02 pm when the chair did not give them floor to speak on point of order. They did not return to the House till adjournment of the sitting.
The House was adjourned to meet again on Friday, May 13, 2022 at 10:30 am.
Transparency
‘Orders of the Day’ was available to legislators, observers and public.
