Flood’s and Drowning Agriculture 

Lahore, December 28, 2022 (PPI-OT):Often lost amid the debates about Pakistan’s security situation are the problems its rural economy faces. Agriculture is the foundation of Pakistan’s economy – it accounts for over a third of export earnings and that sector is struggling.

The annual agricultural growth rate averaged just 2.8 percent from 2010 to 2022, a significant drop from the growth rates experienced during the previous two decades. While agriculture growth rates are often volatile year-on-year because of weather and market fluctuations, public policy and investment can have profound effects on reducing the impact of this volatility.

Pakistan cannot achieve robust overall growth without a boost to its agricultural and rural productivity and incomes, the authors write. That will require intensive efforts to manage land, soil, water, and energy more sustainably.

It will also require dramatic reforms to markets for seed, fertilizer, land, and commodities such as wheat, and policies to clarify land tenure issues, encourage rural enterprise development, and improve the status of rural women.

With growth comes the promise of reduced poverty, but growth alone will not be sufficient to eliminate poverty and its related problems in rural Pakistan. That will require dedicated attention to public services in the countryside – especially social safety nets and programs for health, education, community development, and women’s empowerment.

The book makes a set of specific recommendations on how rural Pakistan can achieve sustained growth and reduce poverty.

They include:

Adapt to climate change

Much of Pakistan is semi-arid, making the country particularly vulnerable to climate-related shocks. The book explores the impact of alternative policies and investments in water storage and distribution, including canal rehabilitation, maintenance, and drainage, to keep water flowing, protect against severe floods, and meet the country’s changing water and energy needs.

Reallocate public funding

To fund such reforms, the authors recommend that the Pakistani government shift spending from the domestic procurement, storage, and distribution of wheat, which amounted to 24.84 billion Pakistan rupees (PKR), about $255 million, in 2012/13. Savings can also be found by reducing subsidies to the fertilizer industry, with that money redirected to research and extension efforts designed to improve soil and fertility management.

Target Poverty

Improving conditions for the rural poor will require major investments and policy reforms at the national and provincial levels, including expanded, well-targeted social safety nets; improved health and education service delivery; an expansion of hygiene and sanitation infrastructure in rural areas; and capacity strengthening for public service provision at the provincial and local levels.

Rural Pakistan

The authors say, is at a turning point. Its agricultural sector has enormous potential, and can make significant progress in building the national economy and toward eliminating poverty – but only if leaders and policy makers seize the opportunity to invest and reform.

Chief Minister Punjab Chaudhry Parvez Elahi gives land transfer notification to Ammar Yasir

Lahore, December 28, 2022 (PPI-OT):Chief Minister Punjab Chaudhry Parvez Elahi gave the notification for the transfer of land for the district complex Talagang to Hafiz Ammar Yasir MPA at his office. The land of the agriculture department has been transferred to the district administration for the construction of a district complex in the middle of the city for the convenience of the people.

I fulfilled the promise by giving Talagang a district status; the CM stated and assured that construction work would be started soon. The people of Talagang are my own and I want to do more for them, Parvez Elahi added. Hafiz Ammar Yasir termed Parvez Elahi a benefactor of the people and thanked him for granting district status to Talagang and the provision of land for the district complex. Advocate General Punjab Ahmad Owais, acting SMBR Naveed Hussain Shirazi and Malik Nauman Ahmad were also present.

Imran wants elections before departure of his facilitators from scene, says PPP Chairman Bilawal Bhutto Zardari adding that polls to be held on schedule

Karachi, December 28, 2022 (PPI-OT):Chairman of Pakistan People’s Party and Foreign Minister Bilawal Bhutto Zardari has said that if the general elections are held in the country on their scheduled time, then there will be no facilitators of Imran Khan in any institution at that time.

According to a Press release issued by Media Cell Bilawal House, talking to the media after visiting the newly-constructed modern Trauma Center at Chandka Hospital, the PPP Chairman said that Imran Khan wants a dictatorship to come to power through the backdoor.

He said that Imran Khan’s biggest concern is that after the departure of his facilitators from the establishment if the elections are held on time, his facilitators from other institutions will also leave adding that this is the reason why the PTI chairman is now using all kinds of tactics including lies, hatred, division, and arson to call for an early election.

Chairman Bilawal Bhutto Zardari said that all remnants of Musharraf, including Imran Khan, are now a story of the past, and if they do not support democracy and its development, and their narrative has been that the army should help him so that he can turn institutions into his personal Tiger Force.

If he is plotting to become the prime minister again through this Modus Operandi then it is authoritarian and undemocratic thinking adding that the people of Pakistan have always defeated the undemocratic and selected forces whenever they have had the opportunity.

Foreign Minister further said that the general elections in the country will be held on time as per the constitution and law. He said that it is the success of our struggle that earlier assemblies were dissolved after every year or two, but now two assemblies have completed their term from 2007 to 2018, while this third assembly is also going to complete its term. If the Parliament completes its third term, it will be a great victory for democracy, he added.

Bilawal Bhutto Zardari, while appreciating the construction work of the Trauma Center and the process of installing modern equipment there, said that the Center has been built on modern and international standards.

In 2018, it was known that the conditions of Chandka Hospital are quite bad, as people from Larkana as well as Qamber Shahdadkot, Jacobabad and even from Balochistan and South Punjab come here for treatment.

He said that we are grateful to the Chief Minister of Sindh and the Health Department that they have made the Trauma Center functional with international standards. This Center will be linked to Karachi’s Trauma Center, while the Rescue 1122 ambulance service is also launched.

He said that the number of ambulances has been increased, and I want ambulance service to be available like in Karachi in other major cities of Sindh, Hyderabad, Sukkur and Larkana. He said that this network will be extended to all divisional headquarters in the first phase and then to the district level for facilities like Trauma Center in Karachi.

He said that the resources are few and the need is high, but health facilities are gradually improving in Sindh. Most difficult situation is in an emergency, and the Government of Sindh along with Child Life Foundation has brought the emergency facilities for children to international standards. Meanwhile, Chairman Bilawal Bhutto Zardari visited various departments of the Trauma Center of Chandka Hospital and appreciated the passion and dedication of the staff.

Chief Minister Punjab Chaudhry Parvez Elahi sets the record for the fastest work in a short time 

Lahore, December 28, 2022 (PPI-OT):Chief Minister Punjab Chaudhry Parvez Elahi has set a record for the fastest work in a short time, surpassing the chief ministers of other provinces in decision-making. In seven cabinet meetings, a new record has been set for the execution of official work by taking decisions on 371 agenda items. 59 agenda items of local government, 45 for housing, 42 for the home department, 34 for revenue, 36 for finance, 23 for specialized healthcare and 19 for primary and secondary health were decided as Parvez Elahi took immediate decisions for the welfare of the people.

A 4-hour long meeting was held to review the progress made on the decisions of the cabinet meetings under the chair of Chief Minister Chaudhry Parvez Elahi. CM Parvez Elahi directed that the public welfare projects should be completed without delay and made it clear that no obstacle would be tolerated. The necessary action for the recruitment should be completed soon; he emphasised and added that education and healthcare projects and recruitments should be prioritized. He also directed to early complete the legislation for government departments to ensure good governance.

The CM said that the fee for hunting Chinkara for foreign hunters should be set at 25 thousand dollars in the next season. The CM noted that the World Bank would give 200 million dollars to the Punjab Affordable Housing Project to provide houses to government employees on retirement. 20 centers of excellence would also be established in TEVTA and vigilance would be done through drone technology in police and other departments, he said.

Secretaries of the concerned departments presented their reports on the progress made on the cabinet decisions. Former federal minister Moonis Elahi and Hussain Elahi MNA were also present. The meeting was told that important projects would be completed in Punjab with foreign funding of 850 million dollars. Punjab Open Land Enhancement System would be implemented through foreign funding. The work was in progress on 825 development projects in Punjab and tenders have been issued for 323 local government projects. Meanwhile, a 70% increase in registration has been noted by reducing stamp duty by 100%.

Chief Secretary Abdullah Khan Sumbal, Principal Secretary to CM Muhammad Khan Bhatti, ACS Asadullah Khan, chairman P and D, secretaries of finance, higher education, local government, agriculture, excise and taxation, specialized healthcare and medical education, forestry, primary and secondary health and transport departments and others attended the meeting.

Shehbaz Sharif did not do any work for the uplift of Gujrat during 20 years and has been badly exposed after becoming prime minister: CM Chaudhry Parvez Elahi 

Lahore, December 28, 2022 (PPI-OT):Chief Minister Punjab Chaudhry Parvez Elahi said that our intentions are positive and we are serving the humanity of Allah Almighty along with serving the religion. CM stated that we want to take the children of the nation in the right direction by preventing them to tread on the wrong path adding that a good generation will prosper by imparting the youth religious education.

CM stated that religion should be kept on top of priorities among the new generation. CM revealed that the bill of Khatamun Nabieen (PBUH) University has been passed adding that Khatamun Nabieen (PBUH) University will be affiliated with the Al-Azhar University of Egypt.

CM stated that Allah Almighty awards the fruit of positive intentions. CM was addressing the trader’s community convention at 90 SQA. CM announced to resolve the problems of traders community on preferential basis and stated that the trader’s community hold the position of a backbone to strengthen the economy. CM vowed that the Punjab government would leave no stone unturned to resolve problems of the trader’s community.

He denounced that Shehbaz Sharif did not do any work for the uplift of Gujrat during last twenty years adding that Shehbaz Sharif has been badly exposed after becoming Prime Minister. CM censured that Shehbaz Sharif did a grave injustice by closing down the Seerat Academy.

CM remarked that we do not care about PDM and are only focused to serve the people of the Punjab province. Allah Almighty has bestowed on me the position of Chief Minister and if Allah Almighty did not want then nothing could be granted. If Allah Almighty wants to grant anything then no one can snatch it.

CM resolved that whatever time is left will be spent to serve the masses and resolve their problems. We are working expeditiously and will complete all the projects with in the stipulated time Insha’Allah.

CM highlighted that we are reducing government expenditures and are spending them on the progress of masses. CM revealed that the Punjab government is providing the latest machinery for the cancer treatment at the divisional level and for the surgery and the treatment of children. Making mere announcements are not enough and the real task which matters is to complete the development projects within the given time frame.

CM highlighted that the amount of work which was done by the Punjab government in last hundered days had not been done in even in last ten years.
