Dr. Rabia Akhtar speaks on geopolitics at a Turkish forum

Lahore, November 30, 2022 (PPI-OT):Recently, Dr. Rabia Akhtar (Director, Center for Security, Strategy, and Policy Research (CSSPR) spoke on ‘The New Cold War and Geopolitical Risks’ at the Politics and New Paradigms in the 21st Century Forum, in Istanbul, Turkiye. The forum was instituted by the ruling Justice and Development Party with a view to letting experts deliberate on some of the most pressing challenges facing Turkiye, the region, and the world.

The importance of the forum can be gauged from the fact that Turkiye’s President, Recep Tayyip Erdoğan, graced it with his presence. It must be emphasized that Dr. Akhtar was the only Pakistani invited to this forum. This, in and of itself, is a matter of great pride for the University of Lahore (UOL), not least because one of its ace faculty members got recognized at the international level yet again.

Dr. Akhtar, in her remarks, talked about the impacts of the return of great power competition, as evidenced by the ongoing conflict in Ukraine as well as the brewing Sino-U.S. rivalry. While urging not to get entangled in the verbiage and framings of the past, Dr. Akhtar contended that competitions across realms are becoming difficult to manage, adding that diplomacy is taking a backseat because the use of force is becoming all the more appealing.

She said the risks that emanate from the advent of disruptive technologies are increasing because states are willing to take them, as evidenced by their doctrines, strategies, and policies. However, she said all this is not good news, not least because threats are becoming more complicated, common, and immitigable.

Therefore, she argued that challenges like climate change can only be met through a joint commitment to taking regional and global approaches, adding that countries like Turkey and Pakistan can strengthen regional organizations like the Shanghai Cooperation Organization (SCO) with a view to combating a plethora of non-traditional threats.

Dr. Akhtar urged that responsible actors should continue championing the cause of peace. In this regard, she suggested that leaders step up and commit to transforming conflicts by utilizing the enormous capacities endowed to humans. She said political will can, let’s say, determine whether technologies like artificial intelligence will be used to coerce adversaries or to attenuate food insecurity.

She said crises like COVID-19 speak to the limits of the power and influence of one state to have things its way, and therefore cooperation is of the essence. At the end, she pitched Pakistan as a country poised to create opportunities for peace through economic connectivity.

She stressed that, in a globalized world, wars must not disrupt supply chains and, if anything, a commitment to keeping them open must defeat all spoilers of peace. She, however, admitted that so long as zero-sum games are considered advantageous, conflicts will rage in their many forms and manifestations.

Dr. Rabia Akhtar outlines Pakistan’s foreign policy priorities 

Lahore, November 30, 2022 (PPI-OT):Dr. Rabia Akhtar (Director, Center for Security, Strategy, and Policy Research (CSSPR) delivered an online lecture on November 14, 2022, to the students of the 141st National Defence Course conducted by the NATO Defence College, Rome, Italy. The lecture, her fourth at the institution, focused on Pakistan’s strategic overview.

She said Pakistan wants to reposition itself as a country that is willing and ready to become a melting pot for regional and global economic interests. She discussed Pakistan’s new approach to national security as articulated in the newly-released National Security Policy, arguing that the health of its economy lies at the heart of Pakistan’s citizen-centric security paradigm.

She said Pakistan’s bid to enhance economic security is contingent upon regional stability, and therefore, ruckus and mayhem in Afghanistan and Central Asia will be deleterious. She therefore stressed the need for the international community to engage with Pakistan with a view to bolstering economic relations with it.

Speaking about the importance of Pakistan’s relations with China, Dr. Akhtar said strong Sino-Pak relations will be a good news for regional connectivity and integration, allowing Pakistan to become one of the economic zippers of the region.

Apropos of this, she urged watchers and policymakers to not see Pakistan as a country playing zero-sum games, adding that the country wants to strike a balance in its ties with the U.S. and China. Further, she talked about Pakistan wanting to establish stronger relations with countries like Turkey, Iran, Saudi Arabia, and others so as to translate historical affinities into strategic success.

Moreover, she said Pakistan is committed to reinvigorating its ties with Russia and the Central Asian Republics (CARs), with a view to meeting the very many energy-related challenges it faces today.

Dr. Akhtar said Pakistan’s foreign policy priorities must revolve around mapping strategic risks and opportunities and that they must not vacillate due to changes at the helm. She delved into Pakistan’s policies towards India and Afghanistan, arguing that they are focused on protecting the country from threats on the eastern and western flanks.

She did, however, say that India’s destructive path necessitates more policy dynamism from Pakistan, and that the presence of a religiously motivated leadership in India has strategic ramifications for Pakistan. This, according to her, is one of the reasons why Pakistan cannot remain unfazed by developments in either Sino-U.S. relations or Indo-U.S. relations.

All this, she stressed, will require robust diplomacy, lobbying, and narrative-building on the part of Pakistan, something that, in and of itself, cannot be done without having a clear set of priorities on the table.

With reference to Afghanistan, she said Pakistan must communicate its red lines to the Afghan Taliban and seek to find a regional way forward in dealing with the said group. She ended her talk by saying the political awareness among the burgeoning young population in the country augurs well for democracy. The lecture was followed by an extensive question-and-answer session.

CDES Annual Play 

Swabi, November 30, 2022 (PPI-OT):In theatre and performing arts, the stage (sometimes referred to as the deck in stagecraft) is a designated space for the performance of productions. The stage serves as a space for actors or performers and a focal point (the screen in cinema theatres) for the audience. There are several types of stages that vary as to the usage and the relation of the audience to them.

Cultural and Dramatic Society (CDES) under the Student Affairs Department organized a stage drama Annual Play on 18th October 2022 in AHA Auditorium GIK Institute. The annual play named as “FIRAAQ -The Story of Separation” depicted the year 1668, Mughal emperor Aurangzeb has seized the throne and is now the ruler of the great Indian subcontinent, and he has deemed music and arts as un-Islamic and has imposed a nationwide ban on the practice of all forms of art. His moral police have waged a war against musicians, poets, and artists.

Warrants for Baba Maqdoom’s arrest have been issued and it is feared that he may be hanged soon, he thus confides in his closest and most cherished disciple, Waris Shah, and asks him to make a journey to Malkan Hans and write ‘Heer, Ranjha’, one of Punjabi literature’s most renowned work. The road to the completion of this literary wonder is not a convenient one, Waris is faced with the fear of being caught by Aurangzeb’s moral police, in addition to numerous allegations being levied against him.

Faisalabad, November 30, 2022 (PPI-OT):IT Society (Department of Computer Science) has organized a seminar, Title “Internship and Job Drive” for final year students, with the collaboration of SE Society and CS Society. Dr. Ehsaan Mehmood, CEO Ascend BPO Services, Lahore along with his team was the guest speaker.

He shared opportunities related to the industry especially the Internship and Job drive for the final year students of BSCS, BSSE, and BSIT programs. The interviews were conducted by the team of Ascend BPO Services for the selection of final year students after the seminar at the Video Conference Room (IT Centre).

LEHAR’22 – Courage to Speak 

Faisalabad, November 30, 2022 (PPI-OT):An event full of ambition, ardour and exuberance for all the young and emerging talent of NTU. The Introductory Event of NTU Debating Club was organized successfully with the collaboration of Wing’s Society, NTU Media Club, CBS NTU, and Quran Society NTU. The English adjudicator for the event was Mr. Muhammad Hassan Ifzal Alumni and Ex Vice President of NDC. The Urdu and Punjabi adjudicator for the event was Mr. Muhammad Anees Islam Alumni and Ex-President of NDC.

Following the motto Courage to speak of the event Lehar’22, students from all over the university participated in Urdu, English and Punjabi in both Serious and humorous category.

BIC students bring fame to varsity 

Islamabad, November 30, 2022 (PPI-OT):International Islamic university Islamabad, representing Business Incubation Centre (BIC) students brought fame to the institution as 6 proposals of IIUI students were selected for the grand finale (highest no. of projects selected from any university in the country) of Higher Education Commission’s (HECs) flagship program for Innovator seed fund (ISF), out of which 2 of IIUI projects stood winners and 4 were announced runners-up during the award ceremony.

According to details, Higher Education Commission’s (HECs) flagship program for Innovator seed fund (ISF) was launched in year 2021 to support startups and innovative ideas. A total of 186 concept notes were submitted to HEC, 144 concepts notes shortlisted and trained by HEC, 114 proposal submitted and 26 were shortlisted for the grand finale through HECs rigorous one year selection procedure.

Out of 26, 15 projects were awarded a grant of up US$ 35,000 each. In order to have prominent visibility and participation of IIUI in this national level competition, IIU- BIC collected 15 applications from IIUI startup and faculty.

BIC team provided mentoring to all 15 and guided them to prepare the proposals and presentations to submit to HEC. 9 applications from IIU-BIC made it to the next stage. These 9 proposals went through HECs selection process over a period of 1 year and 6 were selected for the grand finale (highest no. of projects selected from any university in the country) out of which 2 stood winners and 4 runners-up announced during the award ceremony on 24th November 2022.

This is a great achievement and shows the potential of the Research and Enterprise ecosystem developed in the university in recent years. In this regard, a meeting was held at the office of Vice-President (Research and Enterprise), which was convened by Vice-President (R and E) and attended by Director (IIU-BIC), Assistant Director (IIU-BIC) and the 6 startup projects from IIUI.

Vice-President (R and E) lauded the commitment of IIU-BIC team in supporting the growth of Entrepreneurship ecosystem at IIUI and also congratulated the winners and runners-up for their efforts, enthusiasm and vision to adopt an entrepreneurial mind-set. He said that it is an immense achievement for the IIUI Brand and sets an example for others to take initiative and kick-start their startup ventures.
