Panel Discussion: “Preventing Floods in Pakistan: Role of Planning”

Islamabad, September 03, 2022 (PPI-OT):The Centre for Strategic Perspectives (CSP) at the Institute of Strategic Studies Islamabad (ISSI) organised a Panel Discussion titled, “Preventing Floods in Pakistan: Role of Planning” on September 1, 2022. Dr. Hassan Abbas, Founder ZIZAK, was the Keynote Speaker for the event and other discussants included: Mr. Ahmad Rafay Alam, Environmental Lawyer; and Dr. Fozia Parveen, Assistant Professor, Agha Khan University.

In her introductory remarks Dr Neelum Nigar, Director, CSP, welcomed the guests and said that Pakistan is suffering from major flood catastrophe and discussion on this issue is very important to understand the complexities behind it.

While in his welcome remarks Ambassador Aizaz Ahmad Chaudhry, Director General, ISSI, said that Pakistan is facing unprecedented floods and whether it is a recuring phenomenon or an exceptional situation still needs to be determined. Pakistan needs to manage disasters better and create awareness to prevent and minimise the impacts on the masses.

In his keynote address, Dr. Hassan Abbas said that floods are based on hydrology and need to be studied with science. Climate Change is very important to understand as its prediction at the local scale is inaccurate. On the planetary scale, the rise in temperature leads to rise in moisture which in turn leads to increase in precipitation. Rearrangements of our climate models will take time before they can make accurate predictions. Right now, Pakistan is entering into an erratic era with floods and droughts interspersed with each other, so predictions about rainfall, droughts and Climate Change are very uncertain. Pakistan needs to understand its natural, ecological system and manage accordingly.

While commenting on the recent floods, Dr Abbas said that canal banks and road and rail infrastructures have disrupted the sheet flow of water causing the flood waters to stand especially in Sindh. The stagnant water has compounded the hardships for the people. From 2010 floods we have not learned much and are back in the same situation. He further stated that advisory circles in Pakistan are opinion driven rather than science driven, which needs to be changed. Pakistan must fix its flawed development models because its impacts are socio- economically unsustainable and it needs to be addressed in a systematic manner.

In his remarks, Mr. Rafay Alam said that Climate Change caused by greenhouse gases led to increase in temperatures especially in the period after the Industrial Revolution. Climate Change does not respect national borders, but today’s security systems are based on national states which is not capable to deal with environmental problems. UNFCC puts focus on development countries to help developing countries to deal with climate change.

Going forward, Mr Alam stressed that Pakistan is going to face erratic weather comprised of heat waves, flash floods and droughts due to already existing greenhouses gases in the atmosphere. He suggested that with better coordination mechanism between centre and provinces is need of the hour, which unfortunately even having 18th amendments in place is missing. Moreover, the developed world needs to take responsibility and help the Global South deal with the crisis.

Dr. Fouzia Parveen in her remarks said that lack of policy implementation and lack of government responsibility is causing problems in climate induced disaster response in Pakistan. The blame game must stop, and responsibilities need to be shared by all stakeholders. Learnings from the past are not being implemented in the present situation. Preparedness to disasters needs to be worked on the government needs to increase its capacity to deal with climate caused disasters. It is time for less talk and more action. The discussion ended with an interactive session with the speakers.

A delegation of teachers from Balochistan visited the Islamia University of Bahawalpur

Bahawalpur, September 03, 2022 (PPI-OT):Engr. Prof. Dr. Athar Mahboob has said that Jamia Islamia is a beautiful bouquet of students from all provinces and regions of the country and a symbol of national unity. The Vice Chancellor expressed these views in a meeting with a delegation of teachers from different colleges of Balochistan. The Vice Chancellor said that hundreds of students from Balochistan come to study in Islamia University Bahawalpur. During the university education, they are well hosted and special scholarships and bursaries are arranged for them.

For this purpose, the special support of Governor Secretariat Lahore, Government of Punjab and Balochistan Education Endowment Fund, Government of Balochistan is also included. More than 1200 teachers are engaged in teaching in more than 300 disciplines of 16 faculties. He further said that the university is also an example in research activities and projects like cotton, corn and soybean intercropping reflect the aspirations and priorities of the country.

The members visited Abbasia Campus, Ghulam Muhammad Ghotvi Hall, Hakra Art Gallery, Solar Park, Central Library and Main Auditorium. The members of the delegation greatly appreciated the ongoing teaching and research activities in Islamia University and the current expansion and development under the leadership of the Vice-Chancellor. On this occasion, Dean Faculty of Law Prof. Dr. Aftab Hussain Gillani, Director Press Media and Publications, Shahzad Ahmed Khalid, Deputy Registrar Public Affairs, Fatima Muzahir were also present. Lunch was also organized at the university guest house for the delegation from Balochistan.

Bahawalpur, September 03, 2022 (PPI-OT):On the directions of Engr. Prof. Dr. Athar Mahboob, Vice Chancellor, the Islamia University of Bahawalpur relief activities for the flood victims are going on in the university. Department of Botany, the Islamia University of Bahawalpur has fully participated in this campaign and has submitted a check has worth of 55 thousand, food items, and other essential items.

Vice Chancellor appreciated the efforts of focal person of this campaign Prof. Dr. Asif Naveed Ranjha, Chairperson of Department of Botany, Dr. Nargis Naz, focal person from Botany Department, Dr. Syeda Sadaf Zahra and the students, they said that in this difficult time, we should actively participate and help the victims of the flood affected areas.

Faculty and staff of the Institute of Applied Psychology arranged a Farewell Party for Mr Imtiaz Mehmood 

Lahore, September 03, 2022 (PPI-OT):Faculty and staff of the Institute of Applied Psychology arranged a FAREWELL PARTY for Mr Imtiaz Mehmood who had served IAP diligently and enthusiastically for about 9 years and will retire on 4th September 2022. The party started off with recitation of Holy Quran and Naat. Ms Zunera Tariq; Research Associate at IAP, introduced Mr. Imtiaz Mehmood and mentioned his countless efforts for the Institute. Respected Director; Prof. Dr. Rafia Rafique, Prof. Dr. Najma Najam; Former Director of IAP, and Prof. Dr. Main Aftab; Former Director of IAP added up by sharing how he had always been an asset to the Institute.

They congratulated Mr. Imtiaz on his retirement and gave him best wishes for his future. Staff members; Muhammad Javeed and Mr. Ashiq also shared their memories of working with him, wishing him well, and hoping that he attains all the success and a healthy life ahead. Moreover, the staff members handed gifts. The shield was handed over by Prof. Dr. Rafia Rafique, Prof. Dr. Najma Najam and Dr. Main Aftab. The ceremony was followed by farewell lunch. He was dropped home on the van of the Institute, decorated with balloons, respectfully and with dignity.

Punjab University Institute of Applied Psychology signed an MoU 

Lahore, September 03, 2022 (PPI-OT):Institute of Applied Psychology, University of the Punjab signed an MOU with Out of Box Consulting (OOBCON) Company for providing mutual cooperation in the field of research, education, and mental health. Both the organizations will jointly set up a consortium for excellence in research and training. With the collaboration of OOBCON, Institute of Applied Psychology has started a short course entitled “Addiction and it’s Management”. In this regard, an Orientation Ceremony was hosted at IAP, PU.

The orientation ceremony was attended by Director Institute of Applied Psychology, Prof. Dr. Rafia Rafique and the course facilitators from the OOBCON which included Dr. Iqbal Naeem, Dr. Mirat Gul, Dr. Muhammad Ajmal Chaudhry, Dr. Imran Sharif, Dr. Ayesha Siddique, Mr. Junaid, Ms. Naeema Sarfraz and Ms. Rukhsana. Focal Persons from OOBCON, Ms. Mahum Rasheed and Ms. Zunera Tariq from IAP, PU also attended the ceremony. Ms. Quratul Ain conducted the Orientation Ceremony and Dr. Rafia Rafique while addressing shared different aspects of the course and highlighted it’s mission, objectives and goals. Kuwait Red Crescent Society and Pakistan Red Crescent jointly help the flood victims in Sindh 

Karachi, September 03, 2022 (PPI-OT):Floods in Pakistan have affected more than 30 million people across the country and resulted in deaths and injuries and widespread displacement of residents of affected areas. A delegation of Kuwait Red Crescent Society visited the Sindh Branch of Pakistan Red Crescent in Karachi and met with Chairman PRC-Sindh Samar Ali Khan, Senior Vice Chairman Raffique Ahmed Jafferi, Provincial Secretary Kanwar Waseem, Treasurer Dr Majid Alvi, Managing Committee Member Dr Syed Ali Warsi, and Deputy Director Media and Communication PRCS-NHQ Sher Zaman.

The Kuwait Red Crescent Society intends to provide flood victims with hygiene kits and food, as well as to arrange medicine for a medical camp in Sindh. The delegate will also visit the flood-affected areas and distribute the relief items.

Chairman of Pakistan Red Crescent Sindh, Mr Samar Ali Khan, appreciated the plans, intentions and efforts of the Kuwaiti Red Crescent Society delegation to help the flood-affected people of Sindh. The Chairman urged the corporate leaders, philanthropists and Red Crescent Red Cross movement partners to make maximum donations and join hands with the Pakistan Red Crescent for the flood-affected families so that the needy can be helped in time.
