An untoward and violent incident took place on the campus on 3rd of January this year: Nasir Farid

Islamabad, June 09, 2022 (PPI-OT):International Islamic University spokesman Nasir Farid has said that an untoward and violent incident took place on the campus on 3rd of January this year and an investigation was immediately launched in the light of the instructions of the President of the University. The investigation was done through CCTV footage. In the light of the investigation of the incident the disciplinary recommended disciplinary action against the guilty students so that no such incident would take place in future.

As per recommendations of the committee, guilty students were punished accordingly. However, after hearing their appeals, the president of the university exercised his powers and reduced the sentences of the students in view of their future and the plight of their parents. In response, the students once again sabotaged the law and order of the university in the last few days and they have been protesting violently in response to the leniency and mitigation showed by the university.

He said that the president of the university has said that students are our children and the administration does not want to ruin their future, that is why their punishments have been reduced. He further said that the university could take action against the students for stopping the buses, closing the gates of the university and their previous punishment can be restored for disrupting the academic activities but the university was still treating them leniently.

He also said that International Islamic University is in contact with the protesting students and they have been conveyed to stop this activity as their punishments have already been reduced. The spokesman of the Islamic University further said that the management of the University has expressed its commitment to ensure the restoration of peace in the university. The administration has said that attempts to tarnish the image of the University will be thwarted.

Blue Talks: Enhancing the Conservation and Sustainable Use of Oceans and their Resources by Implementing International Laws 

Islamabad, June 09, 2022 (PPI-OT):For the conservation, protection, and management of the oceans a holistic approach is required which must include the implementation of international laws, behavioural change communication, capacity-building, employment of scientific innovations, and stakeholders’ collaboration at national, regional, and global level.

This was unanimously observed during a hybrid seminar at Bahria University titled “Blue Talks: Enhancing the Conservation and Sustainable Use of Oceans and their Resources by Implementing International Laws”, which was jointly organized by the National Institute of Maritime Affairs (NIMA), Institute of Policy Studies (IPS), Islamabad, and the Portuguese Embassy in Islamabad on June 7, 2022.

The seminar was addressed as keynote speaker by Prof. Dr. Vasco Becker-Weinburg, president, Portuguese Institute of the Law of the Sea. Other speakers and discussants included Khalid Rahman, chairman, IPS, Vice Admiral (retd) Abdul Aleem, director general, NIMA, Paulo Neves Pocinho, ambassador of Portugal to Pakistan, Rear Admiral Foad Amin Baig, director general, Pakistan Maritime Security Agency (PMSA), Dr. Asif Inam, associate professor and head of maritime sciences, Bahria University, Dr. Maliha Zeba Khan, assistant professor NUML and non-resident research fellow IPS. The session was moderated by Cdre (r) Bilal Abdul Nasir, director, NIMA.

On the occasion, Macharia Kamau, principal secretary to Kenya’s Ministry of Foreign Affairs, also expressed his views on the topic through a video message and highlighted the significance of the oceans by highlighting that several nations have been built on the back of oceans. He urged all the stakeholders to act now at individual, communal, and governmental levels by transforming their approach and employing scientific innovations.

Khalid Rahman stated that now is the time to do more for the ocean, which is one and interconnected. He also identified the need for a behavioural change and a focus on oceans in all SDGs. He said human activities related to the sea and shores are playing havoc with the health of oceans and this state of affairs require good ocean governance. He also highlighted the need of holding educational and meaningful dialogues, seminars, and debates to recognize the problems and create awareness.

V/Admiral (r) Abdul Aleem, while highlighting the significance of a healthy ocean, stated that to make the UN’s ‘Ocean Decade’ a success story, all the countries must make concerted efforts to preserve oceans in order to preserve life on earth. In this regard, Pakistan must strive to become a maritime responsible state and understand what actions must be taken in this regard.

Rear Admiral Foad Amin Baig, while expressing his views, underscored the need to develop and adopt a humanitarian and futuristic approach towards mitigating the challenges, including the governance gaps, environmental degradation, lack of regional framework, and effective legislation. He highlighted the role of PMSA in the implementation of national and international laws in the seas and maintained that there is a need to create awareness and adhere to SDG deadlines. Lastly, he urged states to change their attitude towards the ocean.

Ambassador Pocinho spoke about the upcoming UN Ocean Conference 2022 at Lisbon (27 June – 1 July) and its significance in establishing a decisive action to move forward and forging a new international instrument to sustain and manage waters for the conservation of marine resources. He was of the view that as a maritime nation, Portugal has vast experience of marine affairs and can benefit Pakistan in many ways.

Dr. Vasco highlighted the need for the recognition of maritime environmental crimes within international law. He stated “the ocean is one” and interconnects all humanity. That is why managing oceans requires a holistic approach that must include the implementation of international laws to address and eliminate environmental crimes. He further explained how coastal communities are affected by these crimes, which are not addressed by states due to their lack of direction and awareness.

While talking about international legislation, he opined that the prevalent legal rules create complex multijurisdictional challenges that can cause a conflict of jurisdictions. He also highlighted key legal challenges in the maritime environmental domain.

Dr. Asif Inam underlined the significance of collaborative efforts by regional stakeholders toward the conservation of the Indian Ocean’s resources and the minimization of transboundary issues. He highlighted that the focus of cooperation and collaboration at the regional level must be to promote regional ocean governance to realize the global oceans agenda, respond to emerging challenges, and deliver new policies and initiatives such as blue economy.

He presented a detailed explanation of SDG 14, its targets, and the status of its achievements in the Indian Ocean and concluded that the region, Indian Ocean, and its resources are faced with multidimensional challenges from climate change and its various aspects, which then, in turn, causes decreased economic productivity and disturbances in the distribution of marine species and community structures.

Dr. Maliha discussed how the discourse of security has changed from traditional to non-traditional. While states possess better operational preparedness for traditional threats, non-traditional threats, including most maritime threats, still lack serious consideration by states. She said that the role which must be played by international organizations in governing and managing the oceans is largely missing. She also highlighted the absence of rules on the high seas which accentuate the challenges for law enforcement.

She stated that all of the 17 Sustainable Development Goals (SDGs) are relevant to oceans and, in this domain, there is a lacking of national practices, regional responses, and international actions, which must be strengthened to ensure improvement.

Public Defense and Viva Voce Examination of Ms Marina Ilyas

Lahore, June 09, 2022 (PPI-OT):Public defense of Ms Marina Ilyas, Candidate of PhD in the subject of Education was held on 09 June 2022 in the Committee Room of Institute of Education and Research, University of the Punjab, Lahore. She successfully defended her PhD Dissertation entitled “A study of Relationship between Principals’ Conflict Management Styles and Workplace Incivility of Teachers in Government Degree Colleges of the Punjab”. Examiners unanimously recommended Ms Marina Ilyas for the award of PhD Degree. She completed her PhD under the supervision of Prof. Dr. Abid Hussain Ch. PU ranked among world’s top 57pc universities – PU ranking improves by 22 percent in 4 years

Lahore, June 09, 2022 (PPI-OT):QS World University Rankings, which is officially recognized by the Government of the Punjab and Punjab Higher Education Commission, has ranked Punjab University among top 57 percent universities of the world in its fresh ranking for 2023. In 2018, QS had ranked PU among the best 78.5 percent universities of the world. During the four-year tenure of former Vice Chancellor Prof Niaz Ahmad Akhtar, Punjab University rose by 22% in the rankings while it is very hard to improve even one percent all the universities across the world are competing.

A meeting of the Deans Committee was held under the chairmanship of Vice Chancellor Prof Dr Muhammad Saleem Mazhar to pay tribute to former Vice Chancellor Prof Niaz Ahmed for making day and night efforts to improve the international ranking of PU. Addressing the meeting, Dr Muhammad Saleem Mazhar and deans said that the continuous improvement in the world ranking of PU was the result of the policies of Prof Niaz Ahmed. Dr Mazhar said that under the leadership of Prof Niaz, Punjab University was declared as the 145th best university in Asia.

He said that in 2022, 15 subjects of Punjab University were included in the international rankings. He said that PU’s subject of Petroleum Engineering was ranked among top 100-150 institutions of the world while it has been ranked among top 101-130 universities in the subject of religious studies. He said that The Nature Publishing Group, a world-class publisher of high impact scientific and medical information in print and online founded in 1869, has also ranked Punjab University No 1 in terms of research publications in the field of natural sciences amongst all Pakistani universities.

He said that PU was improving its ranking due to the university administration’s focus on good governance, transparency, merit and research work. He appreciated Chairman Ranking Committee Prof Dr Khalid Mahmood for making efforts to improve the university’s ranking and congratulated PU faculty members, employees and students on this achievement. Dr Khalid briefed the meeting about the initiatives to get this landmark.

To empower Southern Balochistan, the Virtual University of Pakistan signed a historic memorandum of understanding with three universities of South Balochistan 

Lahore, June 09, 2022 (PPI-OT):These include the University of Gwadar, the University of Turbat, and the Balochistan University of Engineering and Technology, Khuzdar. The MoU was signed by the Rector, Virtual University of Pakistan, Prof. Dr. Arshad Saleem and Prof. Dr. Abdul Razzaq Sabir, Vice-Chancellors, University of Gwadar; Prof. Dr. Jan Muhammad, Vice-Chancellor, University of Turbat, Dr. Ehsanullah Kakar, Vice-Chancellor, Balochistan University of Engineering and Technology, Khuzdar at Virtual University Islamabad.

On this occasion, Prof. Dr. Arshad Saleem said that this MoU will help in uplifting the educational standards of province of Balochistan in general and South Balochistan in specific. He said that according to the MoU, the Virtual University of Pakistan and the three partner institutions will collaborate in academic programs by sharing/ extending the facilities to students and faculty along with sharing of academic data, publications, and information.

Development of joint academic programs/trainings under the “Digital Skills Training and Support Program for Southern Balochistan” of the Virtual University of Pakistan, access to laboratories, provision of space/building for establishing labs/office and accommodating the Mobile/ Smart Bio Lab(s) of the Virtual University of Pakistan at the partner Universities will be the main focus.

Moreover, providing necessary facilities, exchange of faculty and students for academic and research purposes, joint conferences, seminars, workshops, and other such activities are salient features of this historical memorandum of understanding, he added.
