Senate defers four government bills 

Islamabad, January 21, 2022 (PPI-OT):The Senate transacted almost half of its agenda on Friday and deferred four government bills, observes Free and Fair Election Network (FAFEN) in its daily factsheet.

Following are key observations of the proceedings during the eighth sitting of 317th session:

Members’ Participation

The Senate met for an hour and 58 minutes.

The sitting started at the scheduled time of 10:30 am.

The chairman presided over the entire proceedings.

The deputy chairman was also present.

The leader of the house attended the entire sitting.

The leader of the opposition was present for an hour and 41 minutes.

The Prime Minister was not present.

As many as 19 lawmakers (19%) were present at the outset and 38 (38%) at the adjournment of sitting.

The parliamentary leaders of PML-N, PTI, PPPP, JI, PkMAP, BAP, NP and JUI-F attended the sitting.

All four-minority lawmaker were present.

Output

Three ordinances were laid in the House which were the National Rahmatul-Lil-Aalameen Authority Ordinance, 2021; the Islamabad Capital Territory Local Government Ordinance 2021 and the Pakistan Nursing Council (Emergency Management) Ordinance, 2021.

Chairman Standing Committee on Federal Education and Professional Training, National Heritage and Culture presented special report of the Committee regarding implementation status of the findings of the inquiry committee constituted by the International Islamic University regarding the murder incident of a student of the University.

Minister for science and technology moved a motion for immediate consideration of the four government bills but it was not put for voting after being opposed by the opposition. Subsequently, the House deferred consideration of these bills which were the Allied Health Professionals Council Bill, 2022; the National Metrology Institute of Pakistan Bill, 2022; the Pakistan Nursing Council (Amendment) Bill, 2022 and the Islamabad Healthcare Facilities Management Authority Bill, 2022.

Representation and Responsiveness

The House took up eight out of 13 starred questions while five questions were not considered due to absence of relevant lawmakers. In addition, lawmakers asked 19 supplementary questions as well.

The House passed five motions under rule 194 (1) and granted extension to various standing committees for presentation of reports on matters referred to them.

Thirteen lawmakers spoke on points of public importance for 21 minutes which were mostly related to bomb blast in Lahore.

Three lawmakers debated a motion of thanks to the President for his address to Parliament. They spoke on it for 22 minutes.

Order and Institutionalization

The House was adjourned to meet again on Monday, January 24, 2022 at 02:30 pm.

Al-Shifa acquires latest Swiss lasers for corneal treatment 

Rawalpindi, January 21, 2022 (PPI-OT):Al-Shifa Trust has acquired the most-advanced German and Swiss lasers, the latest technology for corneal eyesight surgery. These lasers are used for the removal of glasses as well as cataract and corneal surgeries. Maj. Gen. (Retired) Rehmat president Al-Shifa Trust told a group of senior journalists while briefing about the services of the trust in 2021.

He said that the trust has also established a Chemotherapy Unit to treat children suffering from various types of eye cancers at its Rawalpindi Children’s eye hospital. The facility, the first of its kind in Pakistan, was inaugurated last week, he said. President of the trust Major Gen. (Retired) Rehmat Khan speaking at the briefing, said that we are in the continuous process of upgrading our hospital to provide the best care to the people.

The Chemotherapy facility is another step towards treating all forms of eye cancers under one roof, he said, adding that free-of-cost treatment was provided to two patients on the day of inauguration. Major Gen. (Retired) Rehmat Khan said that the trust has helped the people during the pandemic and over one hundred of our doctors and para-medical staff contracted infection while few died of it and we are proud of all those who continued to serve in challenging times.

He informed that the trust has served approximately 400,220 patients in OPD, performed 55,600 surgeries during 2021 while over 80 percent of patients were treated free of cost. Two vaccination centres were established; one for administering privately imported vaccines and the other for international Phase III trials and we accomplished targets in record time which was acknowledged by all the stakeholders, he said.

Al-Shifa mobile vaccination teams ensured door to door COVID-19 vaccination and provided 20,000 doses in rural areas of Muzaffarabad, Sukkur, Kohat and Rawalpindi, he added. He informed that in 2021, a new eye hospital was made operational in Chakwal which can serve 500 OPD patients and conduct 50 surgeries daily and in August 2021, Asia’s biggest Children Eye Hospital with a capacity of treating 150,000 children annually opened its doors.

Al-Shifa Trust has also started the trial of the latest eye drops for the removal of reading glasses and modern imaging and exclusive radiation therapy for eye cancer patients will also be available soon, he informed. Al-Shifa Trust’s Cornea department has become the only department in the country to offer a wide range of laser-assisted corneal transplantation to privileged and underprivileged patients alike, on a regular basis so that they can regain their vision.

National Assembly addresses two-third agenda, extends two ordinances 

Islamabad, January 21, 2022 (PPI-OT):The National Assembly addressed two-third agenda on Friday and adopted two resolutions to extend as many ordinances, observes Free and Fair Election Network in its Daily Factsheet.

Following are key observations of the proceedings during ninth and last sitting of the 40th session:

Members’ Participation

The National Assembly met for two hours and 25 minutes.

The sitting started at 10:37 am against the scheduled time of 10:30 am.

The speaker chaired the sitting for an hour and 16 minutes while the remaining sitting was chaired by a member of panel of presiding officers.

The deputy speaker did not attend the sitting.

The leaders of the house (Prime Minister) and the opposition did not attend the sitting.

As many as 35 (10 percent) lawmakers were present at the outset and 96 (28 percent) at the adjournment of the sitting.

Parliamentary leaders of PML-N and AMLP attended the sitting.

Five minority lawmakers were present.

Output

The House adopted two resolutions to extend the Diplomatic and Consular Officers (Oath and Fees) (Amendment) Ordinance, 2021 and the National Rahmatul-Lil-Aalameen Authority Ordinance, 2021 for a further period of 120 days with effect from February 9, 2022.

Minister of state for parliamentary affairs presented the statement of contingent liabilities of the federal government for the current fiscal year.

Parliamentary secretary for law presented the annual reports of the Council of Islamic Ideology for the period from 2012-2018, and the report on Islamic law of inheritance.

Minister for energy introduced the Private Power and Infrastructure Board (Amendment) Bill, 2022 which was referred to the relevant committee.

Three reports of standing committees on as many legislative proposals were presented in the House. These legislative proposals were the Pakistan Airports Authority Bill, 2021; the Pakistan Civil Aviation Bill, 2021 and the Pakistan Council of Research in Water Resources (Amendment) Bill, 2021.

The Housed passed a motion for consideration of the Global Change Impact Studies Centre (Amendment) Bill, 2021 during joint sitting of parliament.

The House did not consider two other government bills.

Representation and Responsiveness

The House did not take up any question during the question hour due to absence of relevant lawmakers.

Minister for energy responded to a calling attention notice (CAN) regarding shortage of gas in Karachi while another CAN was not taken up.

A motion of thanks to the President for his address to both Houses and a motion under Rule 259 were not taken up.

Moved by the Minister for foreign affairs, the House adopted a motion allowing the use of its hall for the 48th session of the OIC Council of Foreign Ministers to be held in March.

Order and Institutionalization

Four lawmakers including the Ministers for foreign affairs and energy spoke on points of order for 59 minutes.

A lawmaker belonging to PML-N pointed out the quorum at 10:49 am which led to the suspension of the proceedings for 51 minutes.

The session was prorogued sine die.

Secretary Livestock Naveed Haider Sherazi paid visit at UVAS Ravi Campus

Lahore, January 21, 2022 (PPI-OT):The Secretary Livestock and Dairy Development Department Punjab Naveed Haider Sherazi paid a visit of the University of Veterinary and Animal Sciences (UVAS) Lahore’s Ravi Campus Pattoki here on Friday.

After planting a sapling in front of Akram Complex, Secretary Livestock presided over the meeting held at Ravi Campus and sought suggestions and technical input from the participants for the production of foot and mouth (FMD) vaccine to curb this deadly disease of affected livestock sector while Vice-Chancellor Prof Dr Nasim Ahmad, Dean Faculty of Animal Production and Technology Prof Dr Anjum Khalique and many other senior faculty members were present.

Prof Dr Khushi Muhammad gave detail presentation in a meeting on Training Centre for Biologics Production (TCBP) project. He spoke about the objectives, functions of various laboratories work which established in TCBP including Media Preparation Lab, Cell Culture Lab, Virus Culture Lab, Antigen Processing Lab, Vaccine Formulation Lab, Vaccine Filling and Packaging Lab, Vaccine Storage Room and Water Treatment System of TCBP project regarding the vaccine production to eradicate foot and mouth deadly disease.

Speaking on the occasion, Secretary Livestock Naveed Haider Sherazi appreciated UVAS state-of-the-art disease diagnostic labs facilities, quality of education and research, dairy management training and providing clinical services for the benefit of poor farming community. He said joint effort of UVAS and Livestock Department is the key way to control FMD deadly disease for the development of livestock farming community and sector in the country.

Prof Dr Nasim Ahmad said that TCBP-FMD will imparting technical training in biologics production to the internee candidates come from public and private sector vaccine production unit as well as final year students of UVAS. He said UVAS providing veterinary and advisory services to livestock farming community to their profitability.

Secretary Livestock visited along with UVAS Vice-Chancellor Prof Dr Nasim Ahmad in various section of Central Laboratory Complex (CLC) which is comprise on different laboratories Animal Nutrition Lab, Diagnostic lab, Genetics and Genomics lab, Feed chemistry lab, Meat Technology lab, Feed Hygiene and Safety lab and In-vitro Embryo production lab.

All the heads of the (CLC) laboratories briefed Secretary Livestock regarding the functioning, researches, semen, food and feed analysis and services for poultry, dairy and feed industries and also for livestock farmers as well. Earlier, they also visited various departments of Ravi Campus including Milk Plant, Clinics (clinical Centrum), different sections of Training Centre for Biologics Production TCBP, Dairy Training and Research Center and Prof Dr Akram Educational Complex especially its Library, Seminar Room, Students Cafeteria and Admin Office etc.

Speaker Punjab Assembly Ch Parvez Elahi arrives at the house of PML-N MPA Bilal Yasin

Lahore, January 21, 2022 (PPI-OT):Speaker Punjab Assembly Chaudhry Parvez Elahi visited the residence of PML-N MPA Bilal Yasin to inquire about his well-being. Secretary Punjab Assembly Muhammad Khan Bhatti and GM Sikandar also accompanied him. Issues of mutual interest including the current political situation in Punjab were also discussed during the meeting.

Ch Parvez Elahi said that may Allah Almighty heal you soon, the next meeting will be held in the assembly. You have shown great courage in this difficult time. He said that now you have to serve the people more in the political arena, in return for serving the people, Allah Almighty has given you a new life.
