National Assembly passes Finance Bill with majority vote

Islamabad, June 29, 2021 (PPI-OT): The National Assembly passed the Finance Bill, 2021 on Tuesday with majority vote, observes Free and Fair Election Network (FAFEN) its Daily Factsheet.

Following are key observations of the proceedings during 18th sitting of the 34th session:

Members’ Participation

The House met for five hours and 23 minutes.

The proceedings started at 11:44 am against the scheduled time of 11:30 am.

The speaker presided over the proceedings for two hours and four minutes, the deputy speaker for two hours and 55 minutes, while remaining sitting was chaired by a member of panel of chairpersons.

The leader of the House (Prime Minister) attended the sitting for 52 minutes.

The leader of the opposition did not attend the sitting.

A total of 73 lawmakers (21 percent) were present at the outset and 159 (46 percent) at the adjournment of the sitting.

The parliamentary leaders of PML-N, MQMP, ANP, PPPP, BAP, JWP, AMLP, PML and GDA attended the sitting.

Output

Moved by the Minister for Finance and Revenue, House passed a motion to consider the Finance Bill, 2021. One hundred and seventy-two (172) lawmakers voted in its favour of the motion and 138 lawmakers against it. Subsequently, the House passed the Finance Bill, 2021 with amendments.

A PPPP lawmaker complained about the hasty passage of the bill as the Chair asked to consider amendments as `read’ instead of allowing mover to read them completely.

Representation and Responsiveness

Minister for Finance and Revenue concluded the general discussion on the Finance Bill, 2021 consuming 12 minutes of the proceedings. Earlier, 11 lawmakers spoke on it for two hours and ten minutes.

The House was adjourned to meet again on Wednesday, June 30, 2021 at 11:30 am.

Sindh Assembly leaves 86 percent agenda unaddressed

Islamabad, June 29, 2021 (PPI-OT): The Provincial Assembly of Sindh left 86 percent of its agenda unaddressed mainly due to the absence of movers, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet on Tuesday.

Following are key observations of the House proceedings during 19th sitting of the 21st session:

Members’ Participation

The House met for an hour and 12 minutes.

The sitting started at 03:08 pm against the scheduled time of 02:00 pm.

The speaker chaired the entire proceedings.

The deputy speaker was also present.

The leaders of the House (Chief Minister) and the opposition did not attend the sitting.

As many as 38 MPAs (23 percent) were present at the outset and 53 (32 percent) at the adjournment of the sitting.

The parliamentary leaders of PPPP, MQMP, TLP and MMAP were present, while GDA and PTI leaders did not attend the sitting.

Six out of nine minority lawmakers attended the proceedings.

Output

The House did not consider ten private members’ bills and four resolutions due to absence of relevant lawmakers.

A resolution on the agenda was deferred, while two private members’ bills were not taken up in the House due to early adjournment of sitting.

An amendment to the Rules of Procedure of the Provincial Assembly of Sindh seeking prayer break was referred to the relevant committee.

Representation and Responsiveness

The House did not consider an adjournment motion and a privilege motion due to absence of relevant lawmakers, while a private motion was not considered.

Four out of nine starred questions were taken up during the question hour. In addition, the lawmakers asked ten supplementary questions.

Order and Institutionalization

A lawmaker spoke on point of order for two minutes.

A PTI lawmaker walked out from the House at 03:49 pm against Chair’s attitude with opposition lawmakers and did not return to the House till adjournment of sitting.

The House was adjourned to meet again on Friday, July 2, 2021 at 02:00 pm.

Roche and AKU Outreach Health Network signs agreement to fight HEP-C

Karachi, June 29, 2021 (PPI-OT): Roche Pakistan Ltd, one of the leading pharmaceutical and diagnostic companies of Pakistan, actively involved in supporting patient’s welfare programs under its continuing Global Commitment to the elimination of Hepatitis C and has agreed to provide in-kind support in proprietary reagents and consumables to the Aga Khan University Outreach Health Network for its Hepatitis-C Elimination Programme. While following the infection control SOPs for COVID-19, the charitable donation ceremony was held on Wednesday, 23 June 2021. Abdul Qayyum, Country Manager, Roche Diagnostics Pakistan and Afghanistan and Shagufta Hassan, CEO, AKU Outreach Health Network signed the agreement.

Through this contribution, the Aga Khan University Outreach Health Network will make high quality and holistic care of Hepatitis-C accessible to patients from low-income households, across Pakistan. Spread across two years, this contribution supports the Aga Khan University Outreach Health Network with its goal of providing free-of cost treatment to 12,000 indigent patients in Karachi, Larkana, Nawabshah, Jacobabad, Lahore, Rawalpindi, Multan, and Peshawar, through its 11 Outreach Medical Centres in three provinces.

Hepatitis-C is a liver infection, caused by the Hepatitis-C Virus. It is often called a “silent killer”, because the infection produces few or no symptoms. Pakistan bears the second highest burden of the disease, comprising at least 5 percent of the total population. While antiviral medicines can cure more than 95% of these patients, access to screening, diagnosis and treatment is low in most parts of the country.

Through the generous support of donors, the Aga Khan University Outreach Health Network’s Hepatitis-C Elimination Programme aims to improve accessibility for Zakat mustehiq and other financially challenged patients. In treating each Hepatitis-C patient, the Aga Khan University Hospital’s Patient Welfare Programme along with Roche Diagnostics and other corporate partners will together bear 75% of the total cost of treatment with the remainder to be provided by generous donors to AKUH or to the Patients’ Behbud Society for AKUH’s Zakat fund and Patient Welfare Programme.

Since the Patient Welfare Programme’s inception, 5.4 million patient visits have been supported thanks to the generosity of our donors, with a total PKR 21 billion disbursed. This has enabled needy patient’s access to quality treatment and care at AKUH hospitals, Medical Centres and Laboratories. With the help and support of individuals and corporations, the Patients’ Behbud Society for AKUH has been able to provide financial assistance of more than PKR 2.08 billion to more than 69,500 Zakat mustehiq patients since its establishment in 2001.

Implementation of ISO-17025 in Textile Testing Laboratories

Faisalabad, June 29, 2021 (PPI-OT): Two day’s training on “Implementation of ISO-17025 in Textile Testing Laboratories: Requirement and Guideline” was conducted by Professional Development Centre (PDC) at National Textile University, Faisalabad on 17th and 18th of June 2021. Participants from different industries including CBL, Interloop, Sapphire, Ahmad Jamal, and Chen One attended the training. Prof. Dr. Tanveer Hussain, Rector NTU, distributed the certificate among the participants.
