Khyber Pakhtunkhwa Assembly approves four demands for grants

Islamabad, June 26, 2021 (PPI-OT):The Provincial Assembly of Khyber Pakhtunkhwa (KP) approved four demands for grants related to various public departments, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet on Friday.

 

Following are key observations of the proceedings during 6th sitting of the 19th session:

 

Members’ Participation

 

The Assembly met for two hours and 30 minutes.

 

The sitting started at 04:15 pm against the scheduled time of 02:00 pm.

 

The speaker presided over the entire sitting.

 

The deputy speaker was also present.

 

The leader of the House (Chief Minister) attend the sitting for an hour.

 

The leader of the opposition attended the entire sitting.

 

Sixty-one legislators (42 percent) were present at the outset and 80 (55 percent) at the adjournment of the sitting.

 

The parliamentary leaders of MMAP, PML-N, BAP, PPP and PML-Q attended the proceedings.

 

Three minority lawmakers attended the sitting.

 

Output

 

The House approved four demand for grants related to various public departments, while all cut motions on these demands were withdrawn by the relevant movers.

The House was adjourned to meet again on Saturday, June 26, 2021 at 01:00 pm.

National Assembly concludes debate on federal budget, approves 68 demands for grants

Islamabad, June 26, 2021 (PPI-OT):Minister for Finance and Revenue concluded debate on the federal budget 2021-22 in National Assembly on Friday, says Free and Fair Election Network (FAFEN) in its Daily Factsheet.

 

Following are key observations of the proceedings during 15th sitting of the 34th session:

 

Members’ Participation

 

The House met for five hours and 43 minutes; however, the proceedings remained suspended for an hour and 38 minutes due to prayer break.

 

The proceedings started at 11:10 am against the scheduled time of 11:00 am.

 

The speaker presided over the proceedings for 51 minutes, the deputy speaker for two hours and 54 minutes while a member of panel of chairperson chaired the remaining sitting.

 

The leaders of the House (Prime Minister) and the opposition did not attend the sitting.

 

A total of 40 lawmakers (12 percent) were present at the outset and 81 (24 percent) at the adjournment of the sitting.

 

The parliamentary leaders of BAP and GDA attended the sitting.

 

Seven out of ten minority lawmakers were also present during the proceedings.

 

Representation and Responsiveness

 

Minister of Finance and Revenue winded up general discussion on the budget for the financial year 2021-22 and spoke for 34 minutes.

 

The House considered the recommendations made by the Senate on the Finance Bill, 2021 and twelve lawmakers spoke on it for an hour and 17 minutes.

 

The House held discussion on the Charged Expenditure included in Demands for Grants and Appropriations for the financial year ending on June 30, 2022. Sixteen lawmakers spoke on it for an hour and 19 minutes.

 

The House approved 68 demands for grants related to various departments and ministries. No cut motion was moved on these demands for grants.

Senate refers 18 bills to committees, concludes debate on federal budget

Islamabad, June 26, 2021 (PPI-OT):The Senate witnessed introduction of 18 government bills on Friday and was prorogued after concluding debate on the Finance Bill, 2021, observes Free and Fair Election Network (FAFEN) in Daily Factsheet.

 

Following are key observations of the House proceedings during 8th (last) sitting of 312th session:

 

Members’ Participation

 

The House met for two hours and two minutes.

 

The sitting started at the scheduled time of 10:30 am.

 

The chairman presided over the entire proceedings.

 

The deputy chairman was also present.

 

The leaders of the House and the opposition attended the entire sitting.

 

As many as 35 lawmakers (35 percent) were present at the outset and 48 (48 percent) at the adjournment of the sitting.

 

The parliamentary leaders of PPPP, PTI, PML-N, PkMAP and MQMP attended the sitting.

 

One out of four minority lawmakers was present.

 

Output

 

Chairmen Standing Committees on Power and Interior presented reports on the Regulation of Generation, Transmission and Distribution of Electric Power (Amendment) Bill, 2021 and the Islamabad Rent Restriction (Amendment) Bill, 2020, respectively.

 

The House witnessed introduction of seventeen government bills which were referred to the relevant committees. These bill were the National Vocational and Technical Training Commission (Amendment) Bill, 2021; the Hyderabad Institute for Technical and Management Sciences Bill 2021; the National College of Arts Institute Bill, 2021; the Pakistan Academy of Letters (Amendment) Bill, 2021; the Loans for Agricultural, Commercial and Industrial Purposes (Amendment) Bill, 2021; the Financial Institutions (Secured Transactions) (Amendment) Bill, 2021; the SBP Banking Services Corporation (Amendment) Bill, 2021, the Companies (Amendment) Bill, 2021; the Corporate Restructuring Companies (Amendment) Bill, 2021; the Global Change Impact Studies Centre (Amendment) Bill, 2021; the Protection of Communal Properties of Minorities (Amendment) Bill, 2021; the Islamabad Capital Territory Charities Registration, Regulation and Facilitation Bill, 2021; the COVID-19 (Prevention of Hoarding) Bill, 2021; the Port Qasim Authority (Amendment) Bill, 2021;the Pakistan National Shipping Corporation (Amendment) Bill, 2021; the Gwadar Port Authority (Amendment) Bill, 2021and the Maritime Security Agency (Amendment) Bill, 2021.

 

Introduced by a PPPP lawmaker, the House referred – a private member bill – the Al-Karam International Institute Bill, 2021 to the relevant committee.

 

Representation and Responsiveness

 

Six lawmakers participated in the budget discussion consuming an hour and 15 minutes of the proceedings. Minister for Finance, Revenue and Economic Affairs concluded the debate and spoke for five minutes.

 

Three lawmakers spoke on points of order for seven minutes.

Sindh Assembly approves 154 demands for grants

Islamabad, June 26, 2021 (PPI-OT):The Provincial Assembly of Sindh approved as many as 154 demands for grants of various departments on Friday, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet.

 

Following are key observations of the House proceedings during 17th sitting of the 21st session:

 

Members’ Participation

 

The House met for 39 minutes.

 

The sitting started at 10:20 am against the scheduled time of 10:00 am.

 

The speaker chaired the entire proceedings.

 

The deputy speaker was also present.

 

The leaders of the House (Chief Minister) and the opposition attended the entire sitting.

 

As many as 61 MPAs (36 percent) were present at the outset and 76 (45 percent) at the adjournment of the sitting.

 

The parliamentary leaders of PPPP, PTI, MQMP, GDA, TLP and MMAP were present.

 

Seven out of nine minority lawmakers attended the proceedings.

 

Output

 

The House approved provincial budget and 154 demands for grants for the financial year 2021-22.

 

The House also approved 72 demands for grants on the supplementary budget for the financial year 2020-21. No cut motion was submitted on demands for grants.

 

The leader of the House (Chief Minister) laid the schedule of authorized supplementary expenditure for the year, 2020-21 and the schedule of authorized expenditure for the year, 2021-22.

 

Order and Institutionalization

 

The Opposition lawmakers protested during the process of approval of budget and demands for grants. Their protest continued for 24 minutes.

 

The House was adjourned to meet again on Monday, June 28, 2021 at 02:00 pm.

Ehsan Mani says HBL PSL 6 felt incomplete without fans

Abu Dhabi, June 26, 2021 (PPI-OT):Pakistan Cricket Board Chairman, Ehsan Mani, has congratulated the event staff, six franchises and all PSL commercial partners, particularly HBL, on the successful completion of the HBL Pakistan Super League 6 Tournament, whilst adding that the event felt incomplete without the fans.

 

The 14 Karachi-leg matches in February/March earlier this year at the National Stadium were held in front of crowds, but the remaining 20 matches in Abu Dhabi were staged in front of an empty Sheikh Zayed Cricket Stadium as per the UAE government instructions and policies around sport events during these Covid-19 times.

 

Abu Dhabi also brought a change to the fortunes of Multan Sultan, who completed a fairy-tale run when they came back from fifth position after the Karachi-leg to beat three-time finalists and 2017 champions Peshawar Zalmi by 47 runs.

 

Apart from lifting the silverware and collecting a cheque of PKR75million, Multan Sultans also swept the individual awards. Sohaib Maqsood walked away with the player of the final, player of the tournament and best batsman of the tournament awards; Shahnawaz Dahani lifted the best bowler and best emerging cricketer of the tournament trophies; and Mohammad Rizwan was adjudged the best wicketkeeper of the tournament and also named captain of the HBL PSL Team of 2021.

 

PCB Chairman Ehsan Mani said: “Fans are the essence and spirit of any sport. Without them, no event can be completely successful. The presence of the fans was missed by the PCB, players and all commercial partners, but the remaining 20 matches in Abu Dhabi were staged in unusual times and difficult circumstances.

 

“I assure the passionate Pakistan cricket supporters that the next edition of HBL Pakistan Super League in 2022 will be staged in Pakistan and in front of our people. Planning for next year’s event will start as early as July and by the final quarter of the year, I am hopeful that we may be able to share complete details with our fans so that they can start planning to attend the gathering of some of the most accomplished cricketers at one of the most followed cricket league tournaments.

 

“It was the fans’ overwhelming enthusiasm and support during the remaining eight HBL PSL fourth edition matches in 2019 that showcased a positive image of Pakistan. This was a catalyst for the PCB to convince Sri Lanka and Bangladesh to play Test matches in Pakistan for the first time in over a decade, followed by hosting the entire HBL PSL 2020 in Pakistan.

 

“Nonetheless, I am delighted that despite being unable to attend the matches in Abu Dhabi, the fans and supporters continued to wholeheartedly back, encourage and appreciate the event, players and their favourite teams, which resulted in increased eyeballs and impressive digital numbers.

 

“The PCB has always valued its fans and supporters and understands their contribution to the growth of the sport. Taking into consideration that we as a nation have collectively and successfully managed the Covid-19 pandemic, I remain confident and optimistic that all our cricket in the 2021-22 season in which New Zealand, England, West Indies and Australia will also visit Pakistan, will be played in front of our fans.

 

“This will surely help the PCB in attracting new audiences, whilst also creating an opportunity for youngsters to continue falling in love with this great sport. “I want to express my gratitude towards the entire PCB staff, Abu Dhabi Sports Council, Emirates Cricket Board and the Abu Dhabi Government. We worked together as an effective team and collectively overcame unexpected challenges and surprises to ensure that the tournament was completed without any further hassles.

 

“I want to specifically appreciate all cricketers who once again underwent and adhered to the Covid-19 protocols put in place for their health and safety. I completely understand the past 14-odd months have not been easy on our players and player support personnel, and sincerely hope normalcy returns quickly so that they can also start enjoying their lives outside cricket during series and on tours.

 

“I also want to thank all team owners, who backed us during the planning stages of the Abu Dhabi-leg matches.
