KP Assembly: 18 lawmakers participate in debate on provincial budget

Islamabad, June 22, 2021 (PPI-OT): The Khyber Pakhtunkhwa (KP) Assembly continued debate on the provincial budget 2021-22 on Tuesday, says Free and Fair Election Network (FAFEN) in its Daily Factsheet.

Following are key observations of the proceedings during third sitting of the 19th session:

Members’ Participation

The Assembly met for four hours and 10 minutes.

The sitting started at 02:15 pm against the scheduled time of 06:25 pm.

The speaker presided over the sitting for two hours and five minutes, while the deputy speaker chaired the remaining sitting.

The leaders of the House (Chief Minister) and the opposition did not attend the sitting.

Fifty legislators (34 percent) were present at the outset and 60 (41 percent) lawmakers at the adjournment of the sitting.

The parliamentary leaders of PPPP, ANP, BAP and MMAP attended the proceedings.

Three minority lawmakers attended the sitting.

Representation and Responsiveness

Eighteen lawmakers spoke on provincial budget for three hours and 58 minutes.

Order and Institutionalization

The House was adjourned to meet again on Wednesday, June 23, 2021 at 01:00 pm.

Facilitators should realise that Imran Khan has become a security risk: Bilawal Bhutto Zardari

Islamabad, June 22, 2021 (PPI-OT): Chairman Pakistan Peoples Party, Bilawal Bhutto Zardari declared Imran Khan’s interview as unfortunate. Talking to media at the parliament house in Islamabad, Chairman Bilawal said that we should side with the victims in the rape cases and Imran Khan is sitting in an office where he has to be very careful about what he says. If he will talk like this then he will send a message that the victims of injustice are at fault as he is making an excuse for those who are committing a crime. Dressing has nothing to do with rape. We will have to review our language and the society will have to take a stance for the victims.

He said that Imran Khan has destroyed every institution. Responding to a question about Osama Bin Ladin, he said that this government is a coward government, Imran Khan was always a coward and was not ready to call a terrorist by name and when our children were brutally murdered in APS he was not ready to call Baitullah Mehsud a terrorist. Osama Bin Ladin is known as a terrorist all around the world.

He tried to assassinate the prime minister of Pakistan through Ramzi Yousuf. In 1994 the terrorists wanted to conduct a coup in Pakistan. Does Imran Khan not know that OBL had played a role in terrorizing the entire world? Does he not know that the assassination of Shaheed Mohtarma Benazir Bhutto also points a finger at him? IF OBL is not a terrorist then who is a terrorist? He is a poster boy for terrorists who started this terrorism. He gave a bad name to Islam. Every Pakistani and Muslim has the responsibility to call him a terrorist and he does not represent Islam. Islam is a peaceful religion.

We greet each other with peace. Imran Khan will have to review his policy. If our foreign minister cannot talk about OBL on international forum then it will have an impact of Pakistani foreign policy. At the moment the entire world is watching the situation in Afghanistan and our adversaries are trying to find opportunities to accuse us but our Prime Minister on the floor of assembly calls him a Shaheed. Our foreign minister invites terrorists to attack our system then it is the failure of the state, Imran Khan and Shah Mahmood should apologise to the nation and every victim of terrorism. No one should be allowed to terrorise us or the world.

Regarding elections in Kashmir, Chairman Bilawal said that he will soon go to Kashmir and the responses received have been very good. PPP is the only party that is trusted by the Kashmiri people for being able to solve their problems in every situation. They do not trust anyone but the PPP. Prime Minister Khan does not know anything about Kashmir or the nuclear programme. The nuclear programme was founded by Shaheed Zulfikar Ali Bhutto who used to say that he cannot make a mistake about Kashmir even when asleep.

When Modi had attacked Kashmir, our Prime Minister Khan said on the floor of the Assembly presented his ‘plan’. He had said that Kashmir issue will be solved by Modi’s win. Khan Saheb has become a security risk for the country. His policy about Kashmir is a security risk. His statement about nuclear capability has become a security risk. When will the facilitators of Imran Khan become aware of the fact that Khan Saheb is security risk, and will have to go?

Sindh Assembly continues general discussion on provincial budget

Islamabad, June 22, 2021 (PPI-OT): The Sindh Assembly continued general discussion on provincial budget 2021-22 and 18 lawmakers took part in the debate, observes Free and Fair Election Network (FAFEN) its Daily Factsheet on Tuesday.

Following are key observations of the House proceedings during 14th sitting of the 21st session:

Members’ Participation

The House met for four hours and 39 minutes.

The sitting started at 01:15 pm against the scheduled time of 12:00 pm.

The speaker chaired the proceedings for an hour and 42 minutes, while the deputy speaker presided over the rest of the sitting.

The leader of the House (Chief Minister) was absent.

The opposition leader attended the proceedings for an hour and three minutes.

As many as 25 MPAs (15 percent) were present at the outset and 18 (11 percent) at the adjournment of the sitting.

The parliamentary leaders of PPPP, PTI, MQMP, GDA, and MMAP were present, while the leader of TLP did not attend the sitting.

Seven out of nine minority lawmakers attended the proceedings.

Representation and Responsiveness

Eighteen lawmakers – PPPP (12), PTI (5) and GDA (one) – participated in general discussion on budget for the financial year 2021-22 as well as supplementary budget for the financial year 2020-21. They consumed four hours and 20 minutes of the proceedings.

Order and Institutionalization

Lawmakers belonging to PTI protested for two minutes when the Chair did not give extra time to one of their colleague to continue his budget speech. Subsequently, they walked out from the House and did not return to the House till adjournment of the sitting.

The House was adjourned to meet again on Wednesday, June 23, 2021 at 12:00 pm.

Southee stars as New Zealand eye victory on reserve day

Dubai, June 22, 2021 (PPI-OT): Tim Southee enjoyed a fine day with bat and ball to put New Zealand in a strong position heading into the reserve day of the ICC World Test Championship Final in Southampton.

The 32-year-old scored a quickfire 30 before removing both Indian openers in an absorbing final session, with India leading by 32.

Starting the day trailing by 116 runs, New Zealand began patiently, with Kane Williamson anchoring the innings, but three wickets before lunch opened the door for India.

However, cameos from Kyle Jamieson and Southee were enough to secure a 32-run first innings lead to sit in the driver’s seat in the push for a result.

Southee then removed Shubman Gill and Rohit Sharma with some clever inswing in tricky batting conditions.

New Zealand made a circumspect start to the day, with runs hard to come by after a delayed start.

It took more than four overs for the first runs off the bat, and just 16 were scored in the first hour of play.

That pressure eventually told, with Ross Taylor driving on the up off Mohammed Shami, caught by a diving Gill for 11.

Henry Nicholls followed soon after for seven, caught by Rohit Sharma off the bowling of Ishant Sharma before Shami cleaned up BJ Watling for one as New Zealand slipped to 135/5 at lunch.

If the first session belonged to India, New Zealand fought back in the second, playing with greater intent, with Colin de Grandhomme’s drive for four to kick off the session an indication of what would follow.

The all-rounder fell leg before to Shami for 13, but Jamieson came in and hammered 21 off just 16 deliveries, including one huge heave over long-on off Shami.

The Indian quick had his revenge the very next ball, as Jamieson hit a top-edge to Jasprit Bumrah at long leg.

All the while, Williamson was plugging away at the other end, eventually dismissed for 49 after 177 deliveries, caught by Virat Kohli as he was tempted to play a wide one by Ishant Sharma.

His strike rate of 27.7 is the lowest he has had in an innings where he has reached 20, an indication of just how hard he had to dig in, but while he missed out on a half-century, New Zealand had the lead by the time he departed.

At 221 for eight, the tail was given licence to have a go, and Southee took full advantage. He hit two sixes and a four in his 46-ball 30 putting on some valuable runs with Neil Wagner (0) and Trent Boult (5 not out) before he was the last man out, bowled off his pads by Ravindra Jadeja.

To challenge for the win, New Zealand needed some early wickets, and Gill fell for eight as Southee brought one back in to pin him leg before with the deficit still at eight.

Rohit Sharma and Cheteshwar Pujara knuckled down but another Southee inswinger did for the former, failing to play a shot as he went LBW for 30.

Pujara and Kohli saw out the remainder of the session and will return on Wednesday looking to build on India’s lead of 32.

The ICC confirmed that the reserve day would be utilised with a maximum of 98 overs (83 plus 15) to be bowled and play to begin at 10.30 a.m. BST

Southee never too old to learn new tricks

Dubai, June 22, 2021 (PPI-OT): Tim Southee became only the second New Zealander ever to take 600 international wickets and claims it’s because he is always looking to add to his game.

Now 32, Southee followed in the footsteps of Daniel Vettori when he removed India opener Shubman Gill in the evening session of the World Test Championship Final, also adding the scalp of Rohit Sharma before the close of play on day five.

Both wickets came from inswingers, with Southee setting up the batsmen with his standard outswinger before bringing one back to fool them.

And he explained that it is a part of his game that he has been working on in an effort to increase his wicket-taking threat.

He said: “As the game goes on and the wicket starts to deteriorate, you try to bring in the stumps a little bit more. It was nice to see one nip back in first up and then a little bit of a hint of swing back in as well.

“As a player you are always looking at different ways to expand your game and that’s been one of the ways I’ve looked to develop my game over the last wee while. It’s something I will continue to work on over time and try to keep adding to my game.

“Any time you have milestones like that, it’s nice. If you play for long enough, you tick off a few milestones along the way. It’s a nice achievement, when I started I certainly didn’t think I’d be sitting here after taking 600 so it’s nice but hopefully there’s plenty more to come tomorrow and in the coming years.”

Southee’s wickets left India 64 for two at the close leading by 32 runs heading into Wednesday’s reserve day.

The Black Caps are in the stronger position to force a result, with runs proving hard to come by for both teams.

The first hour could dictate how the teams approach the remainder of the match, with India’s bowlers having done a good job to restrict New Zealand on day five.

Mohammed Shami led the charge, taking four for 76, to bowl the Kiwis out for 249. And Shami admits that India’s hopes will depend on their batsmen making a strong start to proceedings.

He said: “Our bowlers have bowled well in the match so far. We have to bowl as a unit going forward, have to work depending on the resources at our disposal.

“I wanted to keep it tight. The idea was to restrict them, bowl in the right areas. We carried on with the momentum, getting wickets in ones and twos.

“I can’t say how much we can dismiss them for in the fourth innings of the match. We need time and a plan, which we will obviously work out. We will need runs on the board and backup.

“Whenever the team has needed me, I have given my 100 per cent. I always try to attack, go for the wickets. Once the captain guides me on where to bowl, I focus on doing that, trying to maintain the kind of line and length expected from me.

“I never regret missing out on five-wicket hauls or other such achievements. Such thoughts don’t cross our minds. I love playing for my country and that is it.

“In the end it is about your effort and some luck. One has to remain positive whatever the situation.”

Northern remaining four CCA squads for inter-city tournament announced

Lahore, June 22, 2021 (PPI-OT): Pakistan Cricket Board today announced remaining four of the 11 City Cricket Association sides of the Northern Cricket Association for City Cricket Association Tournament 2021-22, which will be held in that jurisdiction from 5 July to 24 July. Earlier, on 13 June, seven of 11 City Cricket Association sides of Northern were announced.

As such, 55 out of 93 City Cricket Association sides have now been announced with the remaining 38 (Khyber Pakhtunkhwa 19 and Central Punjab and Lahore 19) to be unveiled during the week.

The inter-city tournament will be a pathway for selection in the Cricket Association sides for the four-day first-class, non first-class three-day, 50-over and 20-over competitions in the PCB Domestic Season 2021-22, which will commence in September.

According to the event format, each match will be of two days with a minimum of 100 overs to be bowled each day in seven hours and 20 minutes of play with a two-hour break from 1200-1400. To encourage positive and result-oriented cricket, first innings will be limited to 75 overs per side and no bowler shall bowl more than 15 overs in an innings.

The sides have been selected through a merit-based system with open trials conducted by the national selectors or second XI head coaches. All the trials were filmed by the team analysts and were staged in the presence of independent Cricket Association observers.
