ICCBS-Karachi and Punjab University ink MoU

Karachi, June 21, 2021 (PPI-OT): International Center for Chemical and Biological Sciences (ICCBS), University of Karachi (UoK) has signed a Memorandum of Understanding (MoU) with the University of Punjab, Lahore. The memorandum of understanding intends to establish a mutually beneficial relationship built on academic, scientific, and cultural cooperation. The spokesman of the ICCBS-University of Karachi said that the MoU was signed in a meeting held in the vice chancellor office of the Punjab University, Lahore on Friday.

Prof Dr. M. Iqbal Choudhary, Director of the International Center for Chemical and Biological Sciences, and COMSTECH Coordinator General on the behalf of the ICCBS and Prof Dr. Niaz Ahmed Akhter, the Vice Chancellor University of Punjab signed the agreement in the meeting. As per the agreement, areas of cooperation between the University of Punjab and International Center for Chemical and Biological Sciences, University of Karachi include the exchange of faculty professors, researchers, students, publications, academic programs, and research projects.

The MOU aims to establish training of technical personals of the University of Punjab on various sophisticated instruments of the ICCBS institutions. The memorandum also intends to establish joint supervision, research projects, and joint publications including patents. Speaking on the occasion, Prof. Iqbal Choudhary said that ICCBS was the only institution in Pakistan that was not only certified by ISO but also became ‘UNESCO, WHO, OIC, and NAM- S and T Centre for Excellence’. This MOU will be effective for a period of five years from the date of final signature of both institutions.

National Assembly consumes 96pc of its proceedings on budget debate

Islamabad, June 21, 2021 (PPI-OT): The National Assembly consumed 96 percent of its proceedings in debate on the federal budget 2021-22, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet on Monday.

Following are key observations of the proceedings during tenth sitting of the 34th session:

Members’ Participation

The House met for 11 hours and 54 minutes.

The proceedings started at 12:05 pm against the scheduled time of 12:00 pm.

The speaker chaired the proceedings for an hour and 33 minutes, the deputy speaker for an hour and 50 minutes while the remaining sitting was chaired by two members of panel of chairpersons.

The leaders of the House (Prime Minister) and the opposition did not attend the sitting.

A total of 31 lawmakers (nine percent) were present at the outset and 14 (four percent) at the adjournment of the sitting.

The parliamentary leaders of BAP, GDA, ANP and MMAP attended the sitting.

Eight out of ten minority lawmakers were also present during the proceedings.

Representation and Responsiveness

Thirty-five lawmakers participated in debate on federal budget 2021-22 and consumed 11 hours and 20 minutes of the proceedings. Minister for Finance and Revenue also participated in budget debate and spoke for ten minutes.

Punjab Assembly: 60 lawmakers take part in budget debate

Islamabad, June 21, 2021 (PPI-OT): The Punjab Assembly continued debate on provincial annual budget 2021-22 and 60 lawmakers participated in discussion on it, observes Free and Fair Election Network (FAFEN) in its Daily Factsheet on Monday.

Following are key observations of the House proceedings during the fifth sitting of the 33rd session:

Members’ Participation

The House met for six hours and 19 minutes.

The sitting started at 02:53 pm against the scheduled time of 02:00 pm.

Two members of panel of chairpersons presided over the proceedings in the absence of speaker and deputy speaker.

The leaders of the House (Chief Minister) and the opposition leader did not attend the proceedings.

As many as 31 MPAs (eight percent) were present at the outset and 11(three percent) at the adjournment of the sitting.

The parliamentary leader of PPPP attended the proceedings.

As many as six out of eight minority lawmakers attended the sitting.

Representation and Responsiveness

Sixty lawmakers took part in general discussion on the provincial annual budget 2021-22. They spoke on it five hours and 15 minutes.

A PPPP lawmaker sat on floor of the House for 25 minutes in protest when the Chair disallowed him to speak on budget prior to his turn.

KP Assembly: Leader of the opposition opens budget debate

The Assembly met for three hours and 50 minutes.

The sitting started at 02:20 pm against the scheduled time of 01:00 pm.

The leader of the House (Chief Minister) did not attend the sitting.

The leader of the opposition was present for two hours.

Sixty legislators (41 percent) were present at the outset and 50 (34 percent) at the adjournment of the sitting.

Senate passes two govt. bills, condoles death of Usman Kakar

Islamabad, June 21, 2021 (PPI-OT): The Senate passed two government bills on Monday and adopted a condolence resolution on the demise of former Senator Usman Khan Kakar, who breathed his last today, observes Free and Fair Election Network (FAFEN) in Daily Factsheet.

Following are key observations of the House proceedings during 5th sitting of 312th session:

Members’ Participation

The House met for five hours and 40 minutes.

The sitting started 04:10 pm against the scheduled time of 04:00 pm.

The chairman presided over the entire proceedings.

The deputy chairman was also present.

The leader of the House attended the entire sitting.

The leader of the opposition was present for three hours and 10 minutes.

As many as 43 lawmakers (43 percent) were present at the outset and 12 (12 percent) at the adjournment of the sitting.

The parliamentary leaders of PPPP, PTI, JI, PML-N, MQMP, ANP, BAP, PML-F, PML-Q and JUIP attended the sitting.

Two out of four minority lawmakers were also present.

Output

Chairman Standing Committee on Interior presented report on the Pakistan Arms (Amendment) Bill, 2021.

The House passed two government members’ bills including the Domestic Violence (Prevention and Protection) Bill, 2021 and the Islamabad Capital Territory Senior Citizens Bill, 2021.

The House adopted a supplementary resolution to condole the death of former Senator Usman Khan Kakar belonging to PkMAP. Thirty-seven lawmakers including the leaders of the House and the opposition highlighted the political career of deceased Senator during condolence reference and spoke for two hours and five minutes.

Eleven lawmakers participated in the budget discussion consuming two hours and 15 minutes of the proceedings.

Order and Institutionalization

The opposition lawmakers walked out from the house for twelve minutes against non-consideration of a private member’s bill related to welfare of senior citizens.

The women lawmakers protested for five minutes in front the Chair’s dais against remarks of a JUIP lawmaker about one of their colleague.

The House was adjourned to meet again on Wednesday, June 23, 2021 at 04:00 pm.
